Quiz\u00e1 te sorprenda saber que uno de los or\u00edgenes del maltrato animal es la falta de esterilizaci\u00f3n en animales de compa\u00f1\u00eda por parte de sus tutores, al igual que las pocas o nulas acciones por parte de las autoridades responsables en materia de protecci\u00f3n a los animales en general, afortunadamente, cada vez se est\u00e1 haciendo m\u00e1s conciencia de este problema, tal es el caso del ayuntamiento de Tequisquiapan<\/strong>, en Quer\u00e9taro<\/strong>.<\/span><\/p>\n

El municipio de Tequisquiapan tiene en claro que la protecci\u00f3n a los animales es un factor clave para la prevenci\u00f3n de la violencia, por ello el pasado mi\u00e9rcoles 26 de octubre se aprob\u00f3 el Reglamento para la protecci\u00f3n, bienestar y trato digno de los animales en Tequisquiapan<\/strong>, el cual contempla varios de los puntos de la campa\u00f1a \u201c10 X Los Animales<\/strong><\/span>\u201d, que est\u00e1 llevando a cabo ANIMAL HEROES<\/strong><\/span>.<\/span><\/p>\n

Pero, \u00bf<\/strong><\/span>qu\u00e9 puntos son los que contempla este nuevo Reglamento?<\/span><\/strong> A continuaci\u00f3n te los presentamos de manera resumida:<\/p>\n

    \n
  1. Definici\u00f3n clara de conceptos<\/strong>, como tutor, animal de compa\u00f1\u00eda, animal dom\u00e9stico, matanza, eutanasia, bienestar animal, maltrato y crueldad, para facilitar la aplicaci\u00f3n e interpretaci\u00f3n del Reglamento.<\/span><\/li>\n<\/ol>\n
      \n
    1. Se crea y se establecen los par\u00e1metros para el Sistema Municipal de Informaci\u00f3n en Materia de Protecci\u00f3n y Bienestar Animal, el cual inscribir\u00e1 a las personas f\u00edsicas y morales de las siguientes \u00e1reas:<\/span><\/li>\n<\/ol>\n
        \n
      • Tutores de animales de compa\u00f1\u00eda;<\/span><\/li>\n
      • Criaderos;<\/span><\/li>\n
      • Refugios;<\/span><\/li>\n
      • Rescatistas independientes;<\/span><\/li>\n
      • M\u00e9dicos Veterinarios Zootecnistas, y<\/span><\/li>\n
      • Personas f\u00edsicas o morales cuya actividad sea la de ofrecer servicios de cualquier \u00edndole en el que intervengan animales.<\/span><\/li>\n<\/ul>\n
          \n
        1. Se regulan los refugios<\/strong> y rescatistas independientes, con la finalidad de erradicar aquellas personas que se ostentan como tal, pero cuyas acciones u omisiones puedan poner en riesgo el bienestar de los animales bajo su tutor\u00eda.<\/span><\/li>\n<\/ol>\n
            \n
          1. Se distingue entre maltrato y crueldad\u00a0no s\u00f3lo es como concepto, sino como par\u00e1metro para las sanciones.<\/span><\/li>\n<\/ol>\n
              \n
            1. Se hace obligatoria la esterilizaci\u00f3n<\/strong> en animales de compa\u00f1\u00eda, al igual que contar con un sistema de identificaci\u00f3n permanente de los mismos e inscritos en el Sistema.<\/span><\/li>\n<\/ol>\n
                \n
              1. Se regula el establecimiento de criaderos<\/strong> y su operaci\u00f3n, as\u00ed como la regulaci\u00f3n de la exhibici\u00f3n con la finalidad de la compraventa.<\/span><\/li>\n<\/ol>\n
                  \n
                1. Quedan expresamente prohibidas las pr\u00e1cticas lesivas, mortales, de vivisecci\u00f3n<\/strong>, disecci\u00f3n o experimentaci\u00f3n conductual, con fines docentes o did\u00e1cticos en todos los niveles de ense\u00f1anza.<\/span><\/li>\n<\/ol>\n
                    \n
                  1. Se incrementaron las sanciones<\/strong> a quienes maltraten animales, pudiendo llegar a ser de hasta $365,000.00 pesos.<\/span><\/li>\n<\/ol>\n
                      \n
                    1. Las instalaciones o lugares donde se cr\u00eden, reproduzcan y alberguen animales destinados para el consumo<\/strong>, deber\u00e1n implementar dentro de las mismas el enriquecimiento ambiental para los animales, y estar\u00e1n obligadas a garantizar el bienestar de los mismos.<\/span><\/li>\n<\/ol>\n

                      \nCon estas acciones, Tequisquiapan se convierte en el primer municipio en aprobar las medidas que ANIMAL HEROES<\/strong> <\/span>est\u00e1 trabajando para que se implementen en el Estado de Quer\u00e9taro, las cuales significar\u00e1n un gran avance para la protecci\u00f3n y bienestar de los animales.<\/span><\/p>\n

                      Agradecemos el apoyo del Presidente Municipal de Tequisquiapan, Ra\u00fal Orihuela Gonz\u00e1lez\u00a0y a su Regidor S\u00edndico, Jaime Garrido,\u00a0por habernos invitado a realizar este Reglamento, que representa un ejemplo para el resto de municipios, para el Estado de Quer\u00e9taro, e incluso para el pa\u00eds.<\/span><\/p>\n
